Cardtronics Vcom ATM lets thief cash stimulus check

Joyce Chartier received checks from the Internal Revenue Service — but she told police that one one of those checks disappeared and was cashed by someone other than Chartier. The alleged thief reportedly cashed the check at a check-cashing Vcom ATM owned and operated by Cardtronics LP.
