News & Star:A survey of local shops in the United Kingdom found that nine out of 22 venues visited charged customers to get money from ATMs or through cash back at the POS. A spokesman from one shop said: "Our machine is operated by a private firm. There is no other machine nearby, and it's about providing a service. … At the end of the day, people get asked beforehand if they want to use it. They have the choice of whether to use it or not."
Link, the U.K.'s ATM network, believes surcharging can increase people's access to cash and benefit local economies, as long as charges are clearly set out.
