New Hampshire lawmakers have passed a cryptocurrency ATM bill, amid debates from the House Commerce Committee. The bill taps daily transactions for all customers at $2,000, according to a report by WMUR.
The bill also requires operators to "provide a full refund of all transactions to a customer who was fraudulently induced to engage in a digital asset kiosk transaction, or transaction, provided that the customer contacts the digital asset kiosk operator and a law enforcement or government agency to inform the operator and the agency of the fraudulent nature of the transaction or transactions within 14 days after the customer's last digital asset transaction with the digital asset transaction kiosk operator."
This refund must also include fees. ATM operators must display fraud warnings and use "blockchain analytics to block transfers to or from wallet addresses flagged for association with scams, theft, sanctions or other illicit activity."
The House Commerce Committee attempted to amend the bill under concerns that it put too much burden on the crypto ATM industry, but the House ultimately rejected the amendments and passed Senate Bill 482-FN.
"I think the intent is to ban this industry," state Rep. Keith Ammon said during a hearing. "In New Hampshire, do we ban industries, or do we make sure that only good actors are behaving in that industry?"
New Hampshire joins West Virginia, which also recently passed a crypto ATM scam prevention bill.
