Sacramento Bee:Independent ATM owners in California will be allowed to charge foreign users a transaction fee. The legislation, which was signd in California Sept. 22, becomes effective Jan. 1.
An omission in state law had prevented the independent ATM owners from collecting fees from foreigners visiting California for business or tourism.
