ATM owners on way to charge fees overseas?

The Denver Business Journal: ATM users pay service fees when they use ATMs outside their banks' network - unless they bank in a foreign country. Now, some lawmakers want to change that. A proposed bill in Colorado's Senate would allow ATM owners to charge access fees to customers who bank internationally. Currently, Visa and MasterCard prohibit ATM owners from charging fees for foreign transactions.
