ATM surcharges rising, data show

The State: A study by Bankrate.com found that the average ATM surcharge has risen $1.40 this year and the average fee paid for using another financial institution's ATM is $1.35. The site also concluded that surcharge-free ATMs are becoming more difficult to find.
