Will the date shift for EMV merchant liability?

Currently, Oct. of 2015 is the targeted date when card fraud liability will shift to merchants who have not deployed EMV-compliant terminals in their businesses. But is there a chance the date will shift, too? (From a "Front Page Focus" panel at the ATM & Mobile Executive Summit)
