EMV compliance of Africa's ATMs will depend on enforcement from the central bank

The Central Bank of Nigeria needs to enforce stricter compliance of EMV specifications, one ATM expert in Africa told Africa's This Day.

Kyari Bukar, the chief executive of ValuCard Nigeria Plc, says no ATM cards should have a special relationship with any card scheme, if the country's national payments system plans to fall in line with global best practices:

The CBN policy on off-site ATMs is OK, as long as the interest of the cardholder is protected and that all the off-site ATMs must be able to accept all cards. Whichever way we look at the scenario, ultimately the cardholder is king.
