CHICAGO -- The Finance Committee of the Chicago City Council on March 13 heard testimony on 49th Ward Alderman Joe Moore's proposed ordinance to ban ATM surcharges in the city.
Among those testifying was Nancy Cowles of the Coalition for Consumer Rights, who compared the surcharge to paying twice for something at the
store.
Steve Cole, president of the Cash Station, in his testimony noted that consumers are finding ways to avoid the surcharge. His network's ATM volume has dropped by a third, Cole said, because consumers "have voted with their feet to use other alternatives."
