Some of the country's largest banks want to charge noncustomers for transactions conducted at their ATMs.

Three of Spain's largest banks — Santander, Caixabank and BBVA — are looking to impose a two euro ($2.20) fee for noncustomers' transactions at their ATMs. The Bank of Spain is not looking kindly upon the idea.
According to a Reuters report, the central bank has said that could doubly penalize customers who already are charged by their home bank for off-us transactions.
The Bank of Spain has asked the country's banking associations to see to it that additional fees are not imposed.
