The Safe Access to Cash Act has passed the Senate Judiciary Committee unanimously and now heads to the Senate for a full vote, according to an announcement from The National ATM Council Inc. If passed, it will go to the House of Representatives for consideration and and a vote.

This bill aims to protect off-site banked owned ATMs by extending the same protections afforded to branch ATMs.

The bill would make it a felony to target off-site ATMs. Sen. Ted Cruz of Texas gave remarks on the Senate floor discussing how Congress made bank robbery a federal offense in 1934 to combat a crime wave of bank robberies.

"But while Congress protected the bank vault, the vault has moved. ATMs have replaced banks as the main target of bank robbery. Millions of Americans rely on ATMs as a lifeline."
