Citibank, Japan Postal Ministry issue cash cards

TOKYO -- In the three months since the application process opened in September, more than 100,000 cash-debit cards jointly offered by Japan's Ministry of Posts and Telecommunications and Citibank have been issued, according to the Nikkei Financial Daily.

By applying prior to departure for overseas trips, postal savings-account holders can withdraw funds up to a pre-specified limit from 340,000 MasterCard International Inc.-affiliated ATMs and cash dispensers in 110 countries. The cards can also be used as debit cards at 1.76 million stores in 50 countries that belong to MasterCard's Maestro network.

In Japan, they can be used at all 24,000 postal-savings-system ATMs.
