Anti-surcharge proposal struggles in Illinois

SPRINGFIELD, Ill. -- A bill that would ban ATM surcharges in Illinois may fail to make it out of a state House committee for the second time in as many years, according to the Daily Southtown.

State Rep. John Fritchey, a Chicago Democrat, delayed a vote on the measure by one week after amending the ordinance to also ban banks from levying surcharges on withdrawals of public aid funds made by "Link" card users.

While Fritchey plans to continue to push for the bill's approval, he said the legislation looks like it could die in the House consumer protection and product regulation committee that he chairs.

According to Fritchey, two Democrats on the committee are leaning toward voting against the bill, which would kill it for the year.
