Diebold, Wincor partner to launch global ATM security association

The association will share information to aid in the rapid implementation of countermeasures to ATM security threats. Membership is open to institutional operators, ATM manufacturers and suppliers.

Diebold Inc. and Wincor Nixdorf AG have announced that they will jointly launch a new industry association dedicated to improving ATM security. The companies envision the association as an information gathering and dissemination point for information about recognized and potential attack scenarios on ATMs, according to a news release from the companies.

The association will share information with industry groups to aid in the rapid development and implementation of counterattack measures at a global level. Participation is open to institutional operators — primarily banks and IT service providers — as well as global ATM manufacturers and their suppliers.

ATM manufacturers are especially invited to join the group, the release said, as this will help increase the scope and effectiveness of its work and help to ensure quicker deployment of countermeasures. The association also intends to establish industry-wide norms in the form of agreed technical standards for secure ATMs and ATM components.

A statement from Wincor Nixdorf President and CEO Eckard Heidloff said that constantly evolving ATM security threats necessitated the formation of the new association:

ATM fraud is a worldwide challenge, and with the anticipated expansion of both the ATM market and ATM-related crime, the time has come for those organizations whose business operations depend on ATMs to take concerted action at the global level. They are best placed to establish a 'transmission forum' for secure ATMs, since no one else can respond as quickly or as directly when it comes to implementing the right counter-measures.

The association will be established under Dutch law and will offer its members a protected and secure registry of detailed information on recognized attack scenarios and potential threats, along with industry recommendations for dealing with attacks.

Membership in the association will be of particular interest to banks that operate multi-vendor ATM networks that include ATMs from different manufacturers, as it will simplify the task of coordinating the introduction of new security solutions.

In a statement, Diebold Inc. President and CEO Andy Mattes underscored the ultimate goal of the new association — consumer protection:

[I]t's time that we collectively and effectively combat the impact that technically sophisticated global crime has had on the ATM channel. Today's announcement represents the first step in an industry-wide effort intended to help ensure the ATM remains a safe, secure option for consumers to confidently conduct any financial transaction they choose — now and well into the future.
