Dow Jones: Government officials and consumer advocates are clashing on how to regulate revenue-boosting overdraft practices that allow banks to pay when a customer's transaction exceeds their available balance. Many banks automatically enroll customers into a "courtesy" service that pays overdrafts from debit, ATM and check transactions. The bank then charges the customer an average $34 per transaction that exceeds the balance. Fees and handling of overdrafts is a hot consumer issue, since about 46 percent of overdrafts are triggered by debit cards at the ATM or the point of sale, according to the Center for Responsible Lending.
